Pirate sites are distributing Japanese manga and anime illegally around the globe. The government has now called on artificial intelligence to help combat the scourge.

According to the Japanese government, studios and publishers lose over 13 billion Euros a year due to illegally distributed manga and anime. According to the authorities, there are also over 1,200 sites of this type in existence worldwide. Three-quarters speak foreign languages.

AI at the service of culture

So, the National Agency for Cultural Affairs just allocated 2 million Euros to develop an artificial intelligence (AI) program which will automatically track all of this pirated material. The work was done by humans, who were mainly trying to identify fraudulent websites. The clever pirates, however, have set up digital barriers to prevent their sites from being accessed in Japan where the controllers reside. This work will be multiplied by artificial intelligence.

The technology works in a simple way: It scans the entire internet to find the same images and drawings. When counterfeits appear on websites that do not have agreements with Japanese creators the authorities are alerted. Studios or publishers can then take action against those pirates.

Even though the proceedings rarely result in convictions and penalties, there can be victories. Three people were recently convicted by a Japanese producer’s confederation in China’s Jiangsu Province. The three were running a site which illegally distributed Japanese anime videos for many years. Their platform included more than 40,000 videos. They were fined 230,000 Euros by a Chinese court and their sentences of imprisonment suspended.
